Bedarf

Position Title: Inside Sales & GSA Contract Manager

Location: Remote / Hybrid Opportunities

Industry: Federal Government / Defense Sales

Position: Full-Time

Carroll International is seeking an Inside Sales & GSA Contract Manager who can help manage our growing federal sales operation while maximizing the value of our GSA Multiple Award Schedule.

This is not simply an administrative GSA position. We want someone who understands that a GSA Schedule is a sales vehicle and knows how to use it to generate revenue. The right person will combine GSA contract management, federal opportunity identification, inside sales, quoting, supplier coordination, and relentless follow-up. You will work closely with Carroll International's sales team, leadership, manufacturers, distributors, GSA consultants, and government customers.

Responsibilities

  • Manage the day-to-day administration of Carroll International's GSA Multiple Award Schedule.

  • Maintain accurate products, pricing, descriptions, part numbers, manufacturers, and contract information.

  • Coordinate product additions, deletions, modifications, pricing updates, and catalog changes.

  • Help maintain compliance with applicable GSA contract requirements.

  • Monitor GSA eBuy for relevant RFQs, RFIs, and other opportunities.

  • Review SAM.gov and other government procurement sources for federal sales opportunities.

  • Identify opportunities that match Carroll International's products, manufacturers, certifications, and contract vehicles.

  • Prepare and coordinate responses to RFQs, RFIs, Sources Sought, and government quote requests.

  • Contact manufacturers and distributors to obtain government pricing, availability, lead times, freight information, and supporting documentation.

  • Prepare customer quotations and follow opportunities from initial request through award.

  • Develop and maintain relationships with federal buyers, contracting officers, manufacturers, distributors, and other partners.

  • Support micro-purchase and credit-card sales from government customers.

  • Help government customers identify products available through Carroll International's GSA Schedule and other contract vehicles.

  • Maintain opportunities, customer activity, follow-ups, and tasks in HubSpot CRM.

  • Follow up aggressively and professionally on outstanding quotations and opportunities.

  • Coordinate with outside sales and business-development personnel to move qualified opportunities toward award.

  • Look for opportunities to cross-sell and upsell additional products rather than simply responding to the individual item requested.

  • Help identify products and manufacturers that should be added to Carroll International's GSA catalog.

  • Support Carroll International's continued expansion of its federal e-commerce and online government-sales capabilities.

 

What Success Looks Like

Success in this position means our GSA Schedule is not simply maintained—it is actively producing business.

The successful candidate will:

  • Keep our GSA contract and catalog accurate and compliant.

  • Increase the number of qualified GSA and federal opportunities we pursue.

  • Respond quickly to RFQs and customer requests.

  • Build relationships with government buyers and contracting personnel.

  • Consistently follow up on outstanding quotes.

  • Increase GSA, eBuy, micro-purchase, and federal sales.

  • Help our sales team identify opportunities that might otherwise be missed.

  • Turn individual RFQs into repeat customers and long-term government accounts.

 

Qualifications

  • Experience in inside sales, federal sales, government contracting, GSA contract management, or a related field.

  • Familiarity with the federal procurement process.

  • Strong organizational skills and exceptional attention to detail.

  • Ability to manage multiple RFQs, quotes, suppliers, customers, and deadlines simultaneously.

  • Strong written and verbal communication skills.

  • Comfortable communicating directly with government customers, contracting officers, manufacturers, and distributors.

  • Strong computer skills, including Microsoft Office and Excel.

  • Experience working with CRM systems.

  • Ability to work independently and take ownership of opportunities from beginning to end.

 

Preferred Qualifications

Strong preference will be given to candidates with experience involving:

  • GSA Multiple Award Schedule (MAS)

  • GSA eBuy

  • SAM.gov

  • GSA catalog management

  • GSA contract modifications

  • Federal RFQs and RFPs

  • Federal credit-card purchasing

Experience working for a government reseller, VAR, distributor, manufacturer, or federal contractor is particularly valuable.

Position Title: US & International Business Development / Government Sales Manager or VP

Location: Remote – United States

Travel: U.S. and International Travel Required


 

We are growing and looking for experienced U.S. and/or International Business Development and Government Sales professionals.

Depending on experience, opportunities may be available at the Manager, Director, or Vice President level. We are especially interested in veterans and candidates with military experience who understand the missions and customers we support. For our senior and VP-level positions, we are looking for proven private-sector government sales leaders who already understand how to identify opportunities, build relationships, manage a sales team and pipeline, develop accounts, work with manufacturers and partners, and turn opportunities into revenue.

Transitioning Military Candidates

We also want to hear from service members preparing to transition from military service into the private sector. We recognize that military experience does not always translate neatly into a traditional corporate résumé. For the right transitioning service member, we are willing to train and help develop the commercial business-development and government-sales skills needed to succeed in the private sector.

Military leadership, acquisition, logistics, communications, contracting, program management, special operations, medical, IT, cybersecurity, international engagement, and other mission-relevant backgrounds may be particularly valuable.

Veteran status and military experience are a significant plus.

  • Develop new business with the U.S. Department of Defense, federal agencies, and/or international government and defense customers.

  • Build relationships with government buyers, contracting officers, program offices, end users, OEMs, distributors, primes, and strategic partners.

  • Identify opportunities before they become formal solicitations and position Carroll International and our manufacturing partners for upcoming requirements.

  • Develop and execute account, agency, territory, and international market strategies.

  • Manage opportunities from initial identification through capture, quotation, proposal, award, and follow-on business.

  • Identify and recruit manufacturers and technology companies that complement Carroll International's government portfolio.

  • Work with OEM and distribution partners on pricing, deal registrations, teaming strategies, and competitive solutions.

  • Attend government and defense conferences, industry days, trade shows, customer meetings, demonstrations, and partner events.

  • Support responses to RFQs, RFIs, Sources Sought notices, solicitations, and other government procurement opportunities.

  • Maintain an accurate sales pipeline and aggressively follow up on qualified opportunities.

  • Collaborate with Carroll International leadership and sales personnel on strategic pursuits and growth initiatives.

  • For senior leadership positions, help develop, mentor, manage, and hold accountable government sales and BD personnel.

  • Travel throughout the United States and internationally as required.

What Success Looks Like

Success means developing a real, measurable pipeline and converting relationships and opportunities into profitable government business.

We are not looking for activity for activity's sake. We want people who build relationships, uncover opportunities, follow through, and produce results.

Within the first year, successful experienced hires should be establishing target accounts, expanding our government and industry network, creating qualified opportunities, developing new revenue channels, and closing business.

Qualifications – Experienced BD & Sales Candidates

  • Minimum 5 years of relevant experience for senior government sales/BD positions.

  • Demonstrated experience developing government, DoD, defense, or international public-sector business.

  • Working knowledge of federal acquisition and government contracting.

  • Ability to develop relationships with government customers, OEMs, primes, distributors, and industry partners.

  • Strong written, verbal, presentation, and relationship-development skills.

  • Ability to operate independently in a remote environment while remaining accountable for results.

  • Experience using CRM and opportunity-management systems.

  • Ability and willingness to travel throughout the United States and internationally.

Additional VP-Level Requirements

Candidates being considered for a Vice President position must have at least five years of private-sector experience in government sales, business development, and/or government sales management.

Military service is highly valued, but military experience alone does not replace this private-sector experience requirement for VP-level positions.

Additional consideration will be given to candidates with:

  • U.S. military service or veteran status.

  • Existing relationships within DoD, federal agencies, defense primes, OEMs, or allied/international governments.

  • Experience selling tactical communications, SATCOM, radios, IT, cybersecurity, fiber optics, medical products, security systems, or other mission-critical technologies.

  • Experience with SAM.gov, GSA, DLA, IDIQs, GWACs, RFQs/RFPs, Sources Sought, capture management, and federal procurement.

  • International defense sales, export, or Foreign Military Sales (FMS) experience.

Position Title: Government Business Development & Sales Director

Location: Remote, U.S.-based

Compensation: Salaried employment plus performance incentives, or a 1099 independent contractor opportunity with negotiated compensation and commissions.


 

We are seeking a hands-on Government Business Development & Sales Director who can develop new business, manage capture efforts, grow customer accounts and personally close sales.

​

Your experience may focus on federal, state and local government, education (SLED), or international government markets. Expertise in every market is not required. We want demonstrated success in your area of strength and the ability to expand with our team.

 

This role combines business development, capture management and account management. Success means building a qualified pipeline, winning profitable business, strengthening customer and supplier relationships, and maintaining clear forecasts and follow-through.

 

Responsibilities

  • Identify, qualify and pursue government sales opportunities aligned with Carroll’s products and partner capabilities.

  • Develop relationships with government buyers, prime contractors, manufacturers, distributors and international partners.

  • Manage opportunities from initial prospecting through capture, quotation, negotiation, award and account growth.

  • Build capture plans that address customer needs, competition, purchasing pathways, pricing and win strategy.

  • Review RFIs, RFQs and RFPs, recommend bid decisions, and coordinate timely, competitive responses.

  • Grow existing accounts through repeat purchases, cross-selling and long-term customer development.

  • Support manufacturers and clients using Carroll’s outsourced business development and sales services.

  • Coordinate with internal sales, contracts, operations and leadership teams to support successful delivery.

  • Maintain accurate opportunities, next steps and forecasts in HubSpot.

  • Represent Carroll at customer meetings, trade shows and industry events, with travel as needed.

Qualifications

  • Demonstrated success in government sales, business development, capture or account management.

  • Experience selling into at least one relevant market: federal, SLED or international government.

  • A record of personally originating and closing business, with the ability to explain your contribution to revenue and profitability.

  • Working knowledge of the procurement processes and contracting requirements relevant to your market.

  • Strong relationship-building, communication, negotiation and organizational skills.

  • Ability to work independently, manage competing priorities and collaborate remotely.

  • Experience using a CRM to manage pipeline, forecasts and customer activity.

  • Willingness to travel for customer development and industry events.

Preferred Experience

  • Sales of physical products, technology, communications, defense or medical equipment.

  • Experience working with OEMs, distributors, resellers or prime contractors.

  • Familiarity with GSA, government purchasing vehicles, cooperative contracts or international distribution channels.

  • Experience supporting small businesses and government set-aside opportunities.

  • Relevant professional certifications or a bachelor’s degree in business or a related field; equivalent practical experience is welcome.
